Young baby's must travel in a rear facing car seat at all times up until they can sit up totally unaided for a minimum of 30mins and must be at least 9kgs, before moving to a forward facing seat. 

Baby's should not be left in upright car seats for more than 1hour 30 mins, at any one time.
